HISTORY OF HERMAN WEISSKER, INC. Prior to the incorporation of Herman Weissker, Inc. on May 18, 1959, by the State of California, Herman Weissker was the Vice President and part-owner of Utility Construction Company. (1946-1959) Utility Construction Company’s main customers were Southern California Edison Company (1946-1959), General Telephone Company (1956-1959), Southern California Gas Company and Southern Counties Gas Company (1947-1959). With the passing of the President and major owner of Utility Construction Company, Herman Weissker, Inc. was founded. Though the firm continued pipelining for a few years, the power and telephone work became the focus of our forces and our contracts with Southern California Edison Company and General Telephone Company produced our first customers. In 1969, a contract was signed with Pacific*Bell (now SBC). In January 1976, we continued right-of-way and cable maintenance for AT&T Long Lines from San Bernardino to Blythe, California. Although Utility Construction Company worked for Southern California Gas Company and Southern Counties, Herman Weissker, Inc. concentrated on the Long Beach Gas contracts for a number of years, and did not return to doing Southern California Gas Company work until 1990. In December of 1990, Herman Weissker, Inc. purchased the assets of Alex Robertson Company and ACE Pipeline and began working again on Southern California Gas Company jobs. The company is very active in the gas work today with Southern California Gas, PG&E, and SDG&E, and many private companies such as Kinder-Morgan, and other pipeline companies. In May of 1989, Herman Weissker, Inc. mobilized our Sewer, Water, and Storm Drain Division. Please see the attached list of current and past projects. The company does work for cities, counties, and many private companies such as Turner Construction, Kiewit, Perini, and Tutor-Saliba. In 1995, Herman Weissker, Inc. participated with Southern California Edison Company (SCE) in a process called Strategic Sourcing. Forty-three contractors were invited by SCE to participate in this process. SCE explained to the contractors that they would be reducing the number of contractors based on interviews, cost-saving ideas advanced by the contractors, and surveys that were to be completed by the contractors. At the conclusion of this process, three contractors were chosen by SCE to do their work. Herman Weissker, Inc. was awarded the Foothill Zone. In 2004, the process was repeated, and Herman Weissker, Inc. was again selected to participate and appears to have been awarded an area. The process is in the second stage of negotiations and review of unit pricing and qualifications to do this work. Herman Weissker, Inc. (HWI) has been the Sole Source Provider (SSP) for General Telephone Company (GTE), and now, for Verizon in the Foothill Area. In 1998, GTE named HWI their top contractor in the Nation. We presently have the Tri-Valley Area as Verizon’s SSP contractor and the contract for this work goes through 2005 with the option to extend the contract. In March 2002, The Gas Company gave us an opportunity to assist the Pacific Division Dispatch Department with our ONE CALL system. The Pacific Division was a test case that operated for over a year with great success. The program was expanded through the bid system and we were awarded more areas and this program is going very well. Our firm is licensed in California, Arizona, Nevada, Oregon, Washington, and Utah. Mr. Weissker retired in 1985 and sold the company to TELACU in 1989. In 1999, TELACU sold the company to Alex Meruelo. Mr. Meruelo is of Cuban descent and the company is registered as a minority company with the Southern California Minority Business Development Council, Inc. and the Women and Minority Business Enterprise (WMBE) Clearinghouse.
